Position: Customs Compliance Expert
Location: Mexico City / Puebla

Position Objective
The Customs Compliance Expert will be responsible for managing and coordinating import and export operations, ensuring full compliance with international trade and customs regulations, CIF operations, Sectorial registers (Padrones Sectoriales). This role will oversee customs clearance processes, tariff classifications, regulatory compliance, supply chain traceability, and trade risk mitigation, while supporting the company’s operations and maintaining strong relationships with customs brokers, authorities, and internal departments. The position will also promote continuous improvement in customs compliance practices and internal training initiatives.
Key Responsibilities
1. Customs Operations & Compliance
· Coordinate customs clearance processes for import and export shipments in collaboration with customs brokers and authorities.
· Review and validate customs declarations, tariff classifications (HTS/TIGIE), and shipping documentation prior to submission.
· Manage trade documentation, including commercial invoices, packing lists, bills of lading, airway bills, certificates of origin, and customs declarations.
· Ensure proper assessment and payment of duties, taxes, VAT, and customs fees.
· Resolve customs clearance issues, tariff disputes, and classification discrepancies.
· Ensure compliance with Mexican Customs Law (Ley Aduanera), General Rules of Foreign Trade (RGCE), and applicable international trade agreements.
· Monitor changes in customs regulations and adapt internal compliance procedures accordingly.
2. USMCA & International Trade Compliance
· Interpret and apply USMCA rules of origin to ensure products qualify for preferential tariff treatment.
· Prepare and validate origin certifications, traceability documentation, and compliance records required for exports to the United States.
· Monitor sensitive trade regulations and investigations, including ADD/CVD, Section 201/301, and related trade measures.
· Support risk analysis and compliance strategies for international trade operations.
3. Supply Chain Traceability & Regulatory Compliance
· Coordinate traceability systems for raw materials and production processes in compliance with UFLPA and other international labor regulations.
· Prepare documentation and support audits or investigations conducted by customs authorities or CBP.
4. IMMEX Program Administration
· Manage and oversee IMMEX program operations, including inventory control, returns, transfers, cancellations, and temporary import compliance.
· Prepare and maintain Annex 24 and related inventory control systems.
· Coordinate with production, purchasing, logistics, finance, and legal departments to ensure proper tracking of imported materials and finished goods.
· Follow up on IMMEX resolutions, modifications, and procedures before the Ministry of Economy.
· Identify operational optimization opportunities within the IMMEX framework, including virtual transfers and sub-manufacturing operations.
· Support internal and external audits related to IMMEX and customs compliance.
5. Internal Coordination & Continuous Improvement
· Act as the main liaison with customs brokers, freight forwarders, shipping lines, airlines, and government authorities.
· Support and train internal teams on customs compliance, foreign trade procedures, and risk management practices.
· Develop and improve internal compliance procedures and customs control strategies.
· Respond to audits, inspections, and requirements from SAT, SE, IMSS, and other authorities.
Profile Requirements
· Bachelor’s degree in International Trade, International Business, Logistics, Law, Accounting, or related field.
· Specialization or diploma in Customs or Foreign Trade is desirable.
· Advanced English proficiency required.
· Minimum of 4 years of experience in customs operations, foreign trade, or trade compliance.
· Proven hands-on experience on IMMEX programs is desirable.
· Communication, organizational, and problem-solving skills. Ability to work independently and as part of a team.
Technical Knowledge
· Strong knowledge of USMCA/T-MEC and rules of origin.
· Mexican Customs Law (Ley Aduanera) and General Rules of Foreign Trade (RGCE).
· Tariff classification (HTS/TIGIE/Harmonized System).
· Knowledge of import tariffs, logistics, and budget planning for foreign operations.
· Free Trade Agreements and international trade regulations. Knowledge of UFLPA, WROs, and international labor compliance regulations is considered an asset.
· Experience with VUCEM, DODA, SAAI, Annex 24, and ERP systems (SAP, Oracle, or similar).
