Human Resources Manager - Tecate
POSITION SUMMARY
The Human Resources (HR) Manager – Tecate is responsible for leading all HR functions for the Tecate manufacturing facility. This role oversees employee relations, labor law compliance, recruiting, compensation and benefits administration, performance management, and training and development. The HR Manager partners with plant leadership to foster a positive work environment, support operational goals, and ensure consistent implementation of company policies and procedures.
Work Schedule: Monday-Friday 8:00am-6:00pm (Availability 24/7)
Reports To: VP of Human Resources
Amount of Travel Required: Occasional travel to El Cajon Factory

Employee Relations & Culture

Serve as a primary liaison between management and employees, addressing inquiries, interpreting and administering labor contracts, and facilitating the resolution of workplace issues.

Manage employee relations issues including investigations, disciplinary actions, and conflict resolution.

Cultivate a positive organizational culture by developing and implementing internal communication strategies (e.g., newsletters, bulletin boards, town halls, digital platforms) to inform and engage personnel.

Ensure consistent application of company policies and procedures.

Provide coaching to supervisors on effective employee management practices.

Design, promote, and manage internal employee recognition and engagement programs.

Develop and manage motivational initiatives, including social and cultural events, recreational and sporting activities, and community support initiatives.

Promote and maintain positive interdepartmental relationships and collaboration.
Compensation & Benefits

Support the administration of all compensation and benefits programs.

Analyze and prepare accurate and consistent job descriptions.

Participate in wage and salary surveys, gathering cost-of-living data to inform compensation policies.

Support in the management of company’s salary structure and policies to ensure market competitiveness.

Participate in company ESOP administration and audits.
- Manage employee services such as transportation, cafeteria services, medical health plans, and life insurance.
Compliance & Administration (Mexico-Specific)

Oversee payroll compliance processes for mandatory Mexican institutions: FONACOT (National Fund for Worker's Purchases on Credit), INFONAVIT (National Fund for Workers Housing), and IMSS (Mexican Social Security Institute).

Ensure full compliance with all applicable labor laws, including internal work regulations, labor contracts, STPS Norms (Secretariat of Labor and Social Welfare), and internal labor commissions.

Act as the official representative of the company before relevant authorities when necessary.

Manage the documentation and compliance process for all non-Mexican employees working at the facility.

Ensure timely and accurate notification of working conditions to the Mexican Social Security Institute (IMSS).

Oversee the secure storage, distribution, and legal compliance of all employee files.
Talent Management & Development
-
Oversee and support recruiting and hiring to meet company staffing needs.

Oversee and support new employee orientation programs to foster a positive attitude toward organizational objectives.

Develop policies and procedures for planning, managing, and evaluating employee performance.
-
Oversee and support employee development, as well as health and safety training programs.
-
Manage and track the registration of all training activities with the appropriate authorities.

Guide supervisors to ensure the consistent and equitable application of HR policies and practices.

Conduct and oversee exit interviews to identify reasons for termination and opportunities for improvement.

Identify opportunities to improve employee morale, leadership capabilities, and overall organizational effectiveness.
HR Operations & Reporting

Prepare and manage budgets for all personnel-related operations.

Maintain comprehensive records and compile statistical reports on key HR data (hires, transfers, performance appraisals, absenteeism, etc.).

Oversee the development and maintenance of Human Resources Information Systems and payroll databases (Revolution Systems/database).

Manage the full payroll cycle, ensuring timely and accurate salary payments.

Maintain final responsibility for the employee termination process, ensuring strict adherence to Federal Labor Law and internal work regulations.

POSITION QUALIFICATIONS
Education & Experience: Education & Experience: Bachelor’s degree in business administration or related field. Minimum of ten years of Human Resources experience, including at least five years in a managerial role required. Extensive knowledge and interpretation of the Mexican Federal Labor law required. Knowledge of REVOLUTION or similar payroll software system required. Extensive knowledge of Social Security and SAAT taxes on payroll required.
Computer Skills: Intermediate / Advance knowledge of Microsoft Office programs including Word, Excel, Power Point, etc.) or application programs.
Language Skills: Advanced level of fluency in the English language (including reading and writing that allows fluid presentation and/or participation in negotiation processes).
