Description
The Specialist Sourcing – Engineering is accountable for end-to-end strategic sourcing within the Engineering portfolio, with focus on advanced sourcing expertise, governance compliance, supplier capability development, contract lifecycle management, and responsive business customer support. The role owns sourcing activity from intake, scope confirmation, RFP facilitation, proponent clarification, evaluation support, business case development, contract drafting, execution, publishing in Ariba, and contract close-out. This position partners closely with Legal, Risk, Engineering, Operations, Finance, and suppliers to negotiate commercial terms, support continuity of supply, manage vendor performance, maintain contract coverage, support policy compliance, and drive value through cost savings, early payment discounts, and continuous improvement.
Accountabilities
- Lead full lifecycle strategic sourcing activities for the Engineering portfolio, including stakeholder intake, scope confirmation, market research, sourcing strategy, RFP issuance, supplier clarification, bid evaluation, negotiation, award recommendation, contract drafting, execution, Ariba publishing, and contract close-out.
- Develop and maintain a comprehensive understanding of assigned Engineering sourcing categories, including key contracts, spend, vendor analysis, regional coverage, performance gaps, expiring agreements, and business customer requirements across the CPKC network.
- Lead commercial and contractual negotiations with suppliers in partnership with Legal Services and Risk, including supplier redlines, indemnification, limitation of liability, representations and warranties, termination provisions, governing law, dispute resolution, insurance requirements, and risk allocation.
- Establish, evaluate, onboard, and maintain a qualified Engineering vendor pool in Ariba, including vendor capability assessment, regional coverage review, Employees as Vendors validation checks, ISNetworld, EBIX, and eRailSafe compliance follow-up, and supplier sustainability questionnaire support where required.
- Manage executed agreements to ensure compliance with commercial obligations, operational KPIs, purchase order linkage, contract workspace administration, expiry date verification, service levels, rebates, penalties, price catalog updates, and other contract provisions.
- Support governance, reporting, and continuous improvement activities, including adherence to Purchasing Policy and Governance Controls, DOMA, Supplier Code of Conduct, Complex Accounting, Lease Policy 16, Synergy and Key Initiative updates in Microsoft Dynamics 365, commitment reporting, savings reporting, and escalation of policy non-compliance.
- Provide responsive business customer support and portfolio administration, including timely review and approval of purchase orders within delegated authority, six-month look-ahead reviews of expiring agreements, supplier performance meetings, volume rebate monitoring, CPI-based escalation review, early payment discount support, monthly synergy close-out, and planning for future sourcing initiatives.
Ideal Candidate Qualifications
Required
- Bachelor’s degree from an accredited university or higher education institution (completed, in progress, or incomplete).
- 5 to 6 years of relevant professional experience, or an equivalent combination of education and experience.
Preferred
- Minimum 3 years of progressive experience in strategic sourcing, contract negotiation, procurement governance, or commercial management, preferably in heavy industry, rail, engineering, infrastructure, construction, maintenance, services, materials, or capital goods.
- Demonstrated ability to lead end-to-end RFP processes; develop and evaluate sourcing strategies; negotiate supplier redlines and complex contract terms; manage supplier performance;
- Experience in SAP Ariba.
- Support ISNetworld, EBIX, eRailSafe, ESG and supplier onboarding requirements.
Working Conditions
- This position has a regular full time schedule with a normal work week of Monday through Friday. There may be a need for occasional work after hours or weekends.
- This position may require minimal travel up to 10% of the time.
