About the Position
We are seeking a strong, hands-on HR Manager to lead the people strategy at our Monterrey operation. This role requires a confident and independent HR leader who can partner with plant leadership to ensure compliance, fairness, operational excellence, and a safe work environment.
The ideal candidate has solid experience working in unionized manufacturing environments and understands the complexity of labor relations in Mexico. This person will strengthen governance, payroll compliance, labor practices, and safety culture while building credibility with both leadership and the unionized workforce.
Key Responsibilities
Labor Relations &Union Management
- Act as the primary HR liaison with the union.
- Manage collective bargaining agreement compliance and interpretation.
- Support negotiations and maintain constructive union relationships.
- Reduce labor risk exposure and prevent conflicts through proactive communication.
- Ensure transparency and fairness to minimize perceptions of favoritism or retaliation.
Compliance, Governance & Risk Management
- Ensure full compliance with Mexican Labor Law, IMSS, SAT, INFONAVIT, and related regulations.
- Strengthen payroll governance (audit trails, reconciliations, documentation).
- Formalize contracts and maintain accurate employee documentation.
- Lead ethics, anti-harassment, and anti-discrimination initiatives.
- Partner with EHS to reinforce workplace safety standards and compliance culture.
- Identify labor, legal, and operational risks and implement mitigation strategies.
Payroll & Compensation Oversight
- Oversee end-to-end payroll accuracy and statutory compliance.
- Manage external vendors while building internal payroll capability.
- Establish transparent compensation and salary increase processes with documentation and controls.
- Ensure benefits administration is compliant and competitive.
Talent Acquisition & Workforce Planning
- Design workforce planning aligned with production needs.
- Implement structured, competency-based recruitment processes.
- Train leaders in objective interviewing to reduce bias.
Training & Development
- Build a competency and skills matrix for production roles.
- Establish an annual training plan (leadership, compliance, safety).
- Develop frontline supervisors to effectively lead unionized teams.
- Implement structured performance management processes.
HR Leadership
- Lead and develop the HR team.
- Establish accountability frameworks and performance metrics.
- Promote a culture of rigor, service, collaboration, and continuous improvement.
Requirements
- Bachelor’s degree in Human Resources, Industrial Relations, Business Administration, or related field.
- 7+ years of progressive HR experience.
- Minimum 3 years in a leadership or HR Manager role.
- Proven experience working in unionized manufacturing environments in Mexico.
- Direct experience managing labor relations and collective bargaining agreements (CBA).
- Strong knowledge of Mexican Labor Law, IMSS, SAT, and INFONAVIT regulations.
- Experience overseeing payroll compliance and governance processes.
- Advanced English (must be able to communicate with global stakeholders).
- Experience implementing structured HR processes (recruitment, performance, compensation, compliance).
- Ability to work on-site in a plant/industrial environment.
- Valid US visa for occasional travel.
