Job Summary
The Bilingual Recruiter is responsible for leading and executing the end-to-end recruitment process for both direct labor (production associates) and indirect labor (administrative, technical, engineering, and management positions). This role ensures timely staffing according to production requirements and business growth while maintaining close communication with the Central Recruitment Team in China. The position requires strong organizational skills, data analysis capabilities, excellent communication, and experience managing high-volume recruitment projects in a manufacturing environment.
Key Responsibilities

Lead recruitment projects for both direct and indirect positions.

Develop and execute recruitment strategies to ensure timely hiring based on workforce planning and production demands.

Manage production workforce headcount and hiring plans according to business requirements.

Coordinate recruitment priorities with hiring managers and department leaders.

Maintain accurate vacancy information within the Applicant Tracking System (ATS) and ensure all recruitment activities are properly documented.

Monitor candidate pipelines and provide continuous follow-up on open positions.

Track recruitment KPIs and prepare weekly and monthly reports, including:Time to Fill, Time to Hire, Open Vacancy Status, Hiring Progress, Offer Acceptance Rate, Recruitment Funnel Metrics

Analyze recruitment data and recommend improvement actions to increase hiring efficiency.

Coordinate interviews between candidates and hiring managers.

Maintain communication with recruitment agencies, universities, job boards, and external recruitment partners.

Build and maintain talent pipelines for critical and high-volume positions.

Support recruitment events, job fairs, and hiring campaigns.

Ensure compliance with company recruitment policies and local labor regulations.

Maintain effective communication with the Central Recruitment Team in China regarding hiring status, workforce planning, recruitment metrics, and project updates.

Participate in regular meetings with China headquarters to review recruitment progress and staffing requirements.

Collaborate with HR teams to improve recruitment processes and candidate experience.
Qualifications
Education
-
Bachelor's degree in Human Resources, Business Administration, Psychology, Industrial Relations, or related field.
Experience
-
Minimum of 35 years of recruitment experience.

Experience recruiting both direct labor and indirect positions.

Previous experience in manufacturing or automotive industry preferred.

Experience managing high-volume recruitment projects.

Experience using Applicant Tracking Systems (ATS).

Experience managing staffing plans for production operations.
Technical Skills

Applicant Tracking Systems (ATS), Microsoft Office (Excel, PowerPoint, Word), Recruitment Metrics and Data Analysis, Workforce Planning, Interviewing Techniques, Recruitment Process Management, HRIS systems (preferred).
Language Requirements
