Bclear is looking for a Licensed Professional Engineer (PE) in Texas to lead the engineering department of water and wastewater infrastructure projects across Texas. This role is based in Mexico and works remotely with our Texas-based operations, providing technical leadership to our engineering team and serving as the company's accountable licensed professional for TCEQ permitting and regulatory filings.

What You'll Do
- Lead the engineering department for Water Treatment Plants (WTP), Wastewater Treatment Plants (WWTP), and associated infrastructure (pipelines, tanks, lift stations)
- Review, approve, and sign off on engineering deliverables and technical specifications
- Serve as the licensed engineer of record for TCEQ permit applications and major regulatory filings
- Provide technical leadership and coordination to our engineering and architecture team based in Mexico
- Ensure all designs meet AWWA standards, EPA regulations, and TCEQ requirements
- Support Sales, Operations, Maintenance, and Customer Service teams with technical guidance
- Approve contracts, subcontracts, and agreements with contractors and vendors (within scope of authority)
What We're Looking For
- Active Texas Professional Engineer (PE) license — required
- Bachelor's degree in Civil Engineering or a related engineering field preferred (not strictly required if you have strong PE Texas credentials and relevant leadership experience)
- Experience as a technical lead or department head, managing engineering teams
- Practical, hands-on knowledge of TCEQ regulations, permitting, and documentation processes
- Familiarity with AWWA standards and EPA regulations for potable water and wastewater systems
- Professional working proficiency in English and Spanish (written and verbal)
- Strong communication skills, comfortable working cross-functionally with non-technical teams
- Prior experience in potable water or wastewater treatment projects is a plus
